TRAINING SECTION

1-The PIEE area includes now Armenia, Belarus, Bulgaria,
Estonia, Khazakstan,
Latvia, Moldova, Slovakia,
Slovenia, Ukraine, Russia
(St.Petersburg, Rostov, Stavropol).

2-In 2009 the Lithuanians (7 Members and 3
Candidates) have left the PIEE becoming an IPA Study Group.

3-At the end of 2009 there were within this area 27 IPA
Members, 42 Candidates and 36 Registered Analysands (78 trainees in total). Many
others are waiting to find a way to set up a feasible project for their
training (only then they will be interviewed).

4-One of the main PIEE teaching events, the 10th
Members and Candidates’ Seminar, (lasting a week and financed by
the IPA) was held in February, in Vilnius – Lithuania, with 61 participants: 16
Members and 45 candidates. There were 15 teachers (Training Analysts),
including the PIEE Board and Staff.

The PIEE Candidates may get their theoretical seminars:

In English:

–  at the PIEE Members and Candidates’
Seminar, (yearly 30 teaching hours),

– at the PIEE Summer School (yearly 30 teaching hours)

– at the PIEE School for Child and Adolescent Psychoanalysis
(yearly 30
teaching hours)

In Russian:

– at the Candidates’
Russian Speaking Section at the PIEE Summer School, (yearly 30 teaching hours),

– at the PIEE Theoretical
Training Seminars in Russian language (TSR), (60 teaching
hours a year). 13 Candidates in the first class started in Odessa
(Ukraine)
in May 2006 and finish in February 2010. The second class has started in June
2009 with 22 candidates: 9 Russians, 10 Ukrainians, 1 Belorussian, 1 Latvian, 1
Georgian. Besides the Summer School they meet 4 times a year for a weekend for 4 years. The teachers are Russian
Training Analysts, Russian speaking Westerns and Westerns with Russian translators.

– some other
candidates attend seminars also in France,
Austria, Germany, Finland.

5-During 2009 the PIEE
Training Section, helped by the training analysts of the School teaching staff,
has performed 22 selection interviews (preselected out
of 36 applications): 20 have been accepted and 2 refused). There were 9
second interviews (2 delayed). 5candidates (Ukraine, Estonia,
Belarus)
applied for final evaluation: all accepted. 1 Member has been authorized to analyse candidates (Estonia). All
interviews and evaluations have been discussed by the PIEE Training Committee.

TRAINING IN CHILD AND
ADOLESCENT PSYCHOANALYSIS

The 11th PIEE
School for Child and Adolescent
Psychoanalysis was held  in October, in Bled – Slovenia
(lasting a week and financed mainly by the EPF), with 55 participants and 10
teachers.

During the School the PIEE constituted its Training Committee
for Child and Adolescent Psychoanalysis, which is chaired by Lilo Plaschkes (Israel), Leena Klockars (Finland) is the Secretary and members are: Marta Badoni (Italy), Renate Kelleter (Germany), Jaap Ubbels (Netherlands),
Anders Zachrisson
(Norway).
The already selected 13 candidates and
members (from Budapest, Kiev,
Sofia, Moscow,
St.Petersburg and Riga)
started the 4 years PIEE Training Program in Child and Adolescent Psychoanalysis (already approved by the COCAP).

OUTREACH
TEACHING  SECTION

The main PIEE Outreach Teaching event in
2009 was the  16th PIEE Summer School held in August in Odessa – Ukraine
(lasting a week and financed mainly by the EPF) with 110 participants and 22
teachers, including the PIEE Board and Staff. Among participants there are
those interested in starting training but more and more Members (13) and
Candidates (45). It is the only venue in which once a year the first selection
interviews are performed. The interest for the so-called "big school" is higher
and higher, as applications arrive continuously from new cities and it is
overbooked for about 50%.

The aim of the PIEE Outreach Teaching
Section is not anymore to initiate contacts with new groups interested in
psychoanalysis, but to provide know how to the existing ones, as the Institute
activity is now focused on a limited number of groups. One of the basic aims of
the Outreach is also to diffuse the IPA "brand", preparing the environment
ground necessary to the new IPA groups. In this way they work in an environment
where other professionals in mental health do know the quality of the
psychoanalysis in which they have been educated and in which they work. This is
now not more realized by inviting new people at the school but helping the existing
groups to realize in their cities outreach activities of high quality. The PIEE
has not supported these groups financially, but just helped them to find
qualified teachers for regular local outreach seminars (like in Kiev, Kharkyv, Vitebsk, Sofia).

RESEARCH  SECTION

The research section takes care for the administrative
infrastructure of PIEE, and for the data supply of research activities.

a) Database

Regularly update a database on the formal aspects of
training for training and research purposes.

b) Access to PEP WEB

A special contract with the editors of PEP WEB enhances EE
candidates and analysts to follow international psychoanalytic literature. In
the third year involves over 70 regular PEPWEB users.

c) Shuttle
supervision

By
the help of data collection, the specialties of supervision during and after
shuttle training were placed into the focus. A first paper is published in the
Psychoanalytic Inquiry, in the May issue 2008: Gábor Szonyi,
Tamara Stajner-Popovic: Shuttle analysis, shuttle supervision and shuttle life
– some facts, experiences and questions.

d) Competency research

Connected to the
second phase of project 5 of the EPF Working Party on Education, questions
regarding shuttle training are added to the basic questionnaire. This give
comparative data among the training models.

The following research themes were discussed. They
are at different levels of realization, from being just an idea to a running
study with connections to PIEE:

1) Comparison of PIEE candidates and candidates of regular
training institutes at the outcome (qualification, e.g. comparative
blind assessment of qualification papers).

2) Using the EPF WPE project five (on pa competencies), to compare
similarities-differences in the members retrospective assessment of relative
importance of education components regarding different competencies. It
may involve also analysts and candidates trained at PIEE respectively trained
in shuttle format, and compare it with other groups.

3) Retrospective questionnaire on shuttle analysis
for now members, who have been in shuttle training. It is in a test phase,
combining a questionnaire on experiences in personal analysis (Marshall Bush,
Ph.D) with questions on shuttle analysis, in co-operation
with the EPF Working Party on education (done by Tatyana Pushkareva
and Marina Arutunyan –
Sverre Varvin as advisor). Hopefully single case studies will be
added.

A co-operation with the EPF on a research on comparison
of non-regular and regular trainings is in work and should be defined in 2010.

The PIEE GUIDELINES FOR TRAINING 2009 are available
on the PIEE website:  www.hgp-piee.org , where there are also the
ETHICAL CODE and the PIEE ROSTER, so as other information.

COMMENTS ON 2009 AND PERSPECTIVES FOR 2010

The PIEE Board and Staff are rather
satisfied with the PIEE results in 2009: the quality of the training is still
improving and the number of selected Candidates is stable. The evaluations of
the new Members have confirmed the positive picture of their training.

The aim of the PIEE is to
train "IPA Psychoanalysts", whose main characteristic is their "quality". The
main goal is to form Study Groups, which will start autonomous scientific
activity and training, keeping the IPA clinical, theoretical and training standards
on the best possible level.

The
PIEE is pointing to a still higher quality by the following tools:

1. Careful selection.

2. Intensive support to the
training.

3. Care for post-graduate
education.

4. Care for the functioning of the local groups of Members
and Candidates.

The main effort in 2009 has
been to start the Child Analytic
Training and the Second Class of the
Teaching Seminars in Russian (TSR).

The PIEE is now taking
care of the
local groups also in their Pre-Study Group phase, paying
attention to how the groups work, trying to solve conflicts and support regular
local group meetings.

In 2009, two applications for Study Group status have been addressed to the IPA: from Lithuania (7 Members) and from Bulgaria
(5 Members). The first has been accepted and so Lithuania has left the PIEE area.
The Bulgarian application is not fulfilling all the criteria and therefore the
PIEE and the ING are jointly supporting the Bulgarian group to improve some
aspects of its activity in order to be able to becoam a Study Group.

The Pre Study Groups, which
should be ready for a Study Group status in few years are:Estonia-Latvia,
Bulgaria, Ukraine, St.Petersburg, Rostov-Stavropol.

Thinking
about next years activity:

In Russia, due to its enormous extension and where in Moscow two Study
Groups have already been established, the PIEE activity should be limited only
to the two areas where in a relatively short time a Study Group may be formed:
St.Petersburg and Rostov-Stavropol.

We should be
aware, that new trainees, whom we will
accept at the Selection interviews beginning from 2010, will need training
until 2018 or more. At a certain point their training should pass to other
structures (Study Groups), as in 2018 the PIEE could no longer be active.

Considering this, in 2010 we should not accept
applications for new selection
interviews from countries where a
post-2013 perspective for the Candidates’ theoretical teaching and further professional development is not clear enough (where the groups
are not progressing well toward a Study Group status) .

In 2010 starts the two years
Program "Training for Trainers", a
Post Graduate Education organized by a group of Dutch analysts (lead by Thijs
de Wolf). Such a Program, only for East European IPA Members, can help to bridge
the gap between finishing the training and becoming a full functioning group.
It consists
of 6 meetings/ weekends over two years. It is not connected with a graduation
to Training Analyst status. The Program is very appreciated by the PIEE.

GENERAL EVALUATION OF THE FINANCIAL SITUATION

The different
parts of the PIEE budget, the IPA and the EPF one, are a useful flexible way of
finance managing. Some activities are partially overlapped and are financed by
the two budgets (e.g. 2 of the 4 Teaching Seminars in Russian for Candidates – TSR
are held as two added days to existing schools, so costs of flights and
accommodation are spared; PIEE Meetings are held at the Schools, where the PIEE
Board and Staff Members work also as teachers). In this way the Schools are
financially more stable, also because the fluctuation of the change rate
USD-Euro may be partially compensated. It is not easy to keep the expenses
exactly on the budget sum, as the strongly oscillating change rates and the
unpredictable exact costs of the schools have produced a deficit in 2007 so as
a plus in 2009, anyhow both less than 5% of the total budget. Therefore the "buffer" of the EPF Budget (now 3878 Euro)
will help to compensate such oscillations.

In 2009 the financial participation of the Easterns has increased from 27,1% to 30,5% of the PIEE Budget. Unfortunately
the world financial crisis in 2009 has stroken
the weak Eastern economies harder than the Western ones and Eastern colleagues are
loosing patients or are obliged to lower their fees. In this difficulties we
are especially concerned for our Candidates, who are supported by lower IPA loans
(from 10000 € in 2002-2009 to 3600 € now).

With the same allocations for 2010, as the PIEE
got in the 2009, we think that we may realize our plans (mainly the
Schools, the TSR, the Child Analytic Training).
